This can be caused by unsigned drivers, you might want to try VGA mode or disabled Signed Driver Enforcement.

Usually this happens for over zealous MSCONFIG removal; they are usually Synaptics, or Alps Services/Drivers, obtain them from the manufacturer and check for Microsoft updates, there will be some.
