Default Vista time/date problem.

Hello, I'm having an issue with my time and date. When ever I try to update the time and date I received the following error message. 'An error occurred while Windows was synchronizing with time.windows.com'. It's also stopping me from recieving updates.
I have tried other time servers, with no luck. I also formatted my hard drive and reinstalled.
I'm currently using Windows Vista premium 64-bit, and Kaspersky 7.0.

Any suggestions would be greatly appreciated.
