Default IE menu bar flash

Every time I run internet explorer, after about 5 minutes (screen saver may or may not have come up) Whenever I click on either a tab, or the address bar, the menu bar will show itself and then hide itself, in a continuous loop as fast as possible. In order to correct it (temporarily) I can minimize the windwos from the Task Bar, and then bring it back up, and right click the address bar. However, it will continue to flash once I click either a tab or address bar again. This makes IE completely unuseable in many ways. Any solutions?

Default Quick solution

The fastest way I see around this is ditch IE and download firefox. If your hell bent on keeping IE, sounds like to got some problems with it so I would go into the internet options and set everything back to default. I would also make sure to clear out all the private files (history, cache, temp internet files, etc...).
