Default 2 Display Problems... HELP!

So I recently bought a 42" LCD TV to use for movies and as a monitor as well. Problem is, in order to use it as a monitor I have to set the resolution to 800x600 (otherwise, the TV has an error and says there's an incompatible VGA signal). Now I have an image, but everything is super-sized! The taskbar is super crowded (and huge). also, when I use a browser, the text is gigantic. So, my questions are:

1) How do I set up the taskbar to display similar to how it looks at a larger resolution?

2) How do I change the default zoom for browsing?

Thanks!
