Angry Irritating USB port issue

Problem: USB ports selective about what devices it wants to power and run?
The following drives I have are powered and available via USB;
Toshiba 80GB HD
WD 320GB HD
Kingston 1GB Pen drive
The following Devices/ peripherals do not work at all, it appears as if there is no power to them. All have been tested on an XP machine and all work.
Freecom tough drive 320GB HD
IPOD Classic
Targus USB mouse (LED on Bottom of mouse light up for a split second then stops)
Samsung USB mouse
TOM TOM one
Computer: Acer Aspire 6930G running Vista Home premium V6.0 SP1 32bit

This issue appeared to occur after installing SP2 and TOM TOM One Software.

I have since system restored to before SP2 and the TOM TOM software.
I have tried deleting INFCACHE.1 numerous times with reboot.
I have unplugged the machine from the mains and removed battery and rebooted.
Completely uninstalled all USB items in Device manager and rebooted.

There are no warning triangle messages in Device manager.
All USBSTOR.INF drivers appear to be there in c:\Windows\INF.
System info shows I/O OK for USB and IRQ's OK for USB.

Why has my Laptop decided to be picky about what peripherals is wants to use ??? Please someone have the answer before I completely loose the will to live.
Thanks

How many of the devices do you have attached at once? The PSU of a laptop is fairly limited and most external hd`s still required 15v to work. Another issue is the safe removal of devices before unplugging. ALWAYS .. always use the safely remove devices tool in your system tray to stop devices before unplugging (esp, flash drives and ext. hard drives). Failure to do so will result in dead equipment.

I recommend that you un-install the USB hub in device manager, and then reboot, then re-install the drivers for the USB hub. Also you may well need a BIOS update, I have just checked your system at ACER and from the file dates it looks like you have a new BIOS update waiting (06/2009). Flash the chipset with the new code, then reboot. Then make sure that you have all the latest drivers installed from Microsoft and Acer before rebooting again.

READ THE BIOS FLASHING INSTRUCTIONS WELL BEFORE DOING THE OPERATIONS !!!!

Thanks Luckypunq for your quick reply,

I always use safely remove harware. I usually only have the USB mouse and ipod/ Hard drive/ Tom Tom plugged in at any one time and have never used all 3 USB ports. (I note that the onboard webcam and touchpad are controlled via the USB controllers as the automatically install when I delete the ports see below)

I have since flashed my Bios, which seems to have made my laptop run faster, but the usb issue still remains. I have tried uninstalling the usb ports after the bios flash and now rather than waiting for a reboot the computer automatically reinstalls the drivers?

So after all that I check my problems and solutions page.....surprise surprise.....ipod driver issue, Human interface device issue - usb mouse (sorry can't be mores specific as I am typing this from memory at work, Internet issues at home).

I will attempt to find the drivers that have problems and re install them.

Any other suggestions would be appreciated.
Cheers

Found this on the interwebz, it is ipod specific and half way down there are a couple of good ideas worth trying.

Hi Luckypunq, since my last email I have done/experienced the following.

ALSO Mcafee seems to have become corrupt with an error showing everytime I try to run a virus scan. The error message tells me that I have to reinstall.
I have flashed my Bios, no difference.
Downloaded and installed chipset drivers from ACER.
I have ran the IPOD diagnostics and everything is ok apart from IPOD not connected.
I have checked services and PNP, UPNP are running.
Reinstalled SP2, made no difference.
Looked for Upper/lower filters in HKEY_LOCAL_MACHINE\Currentcontrolset\control\class \{36FC9E60-C465-11CF-8056-444553540000} but is does not have upper/lower filter (as suggested on another forum) it does have noinstallclass Reg_S2 1 (should it be 0?)
BIOS startup sequence show USB devices as part of the startup....should that be there?

Any further assistance would be appreciated before I restore my system to factory settings.
