Default Flashing Green Light at the Very Bottom of Desktop Toolbar

Good day,

I have a weird problem. I have a HP Pavilion dv4 Notebook PC, about 18 months old. The other day I noticed there's a flashing green thin line underneath the desktop toolbar, at the bottom of the screen.

I'm running Windows Vista Home Premium, Service Pack 2. I'm running a Pentium Dual CPU T3200@2Ghz. I have 2 Gig of RAM. I'm using the 64-bit operating system.

Any fixes you all could point me to would be very helpful. My eyeballs really don't like this constant flashing.
