The debate over PR and its importance has good arguments on both sides. From my SEO experience PR shows that the webpage is indexed, valued (to some degree), linked to, and has some maturity. A webpage with PR0 tells you the page is not indexed, has no value or is not linked to. To address your question I would not exchange with PR0 webpages. As long as the webpage is relevant and has some PR it is good for and exchange.

Now, these day link exchange can be done by using the Social networking website where the users have made some groups which provide link exchange Felicity. you may share your website link with the other user website link. this feature is more effective with High PR submission. You can do this easily on Facebook Groups and G+ groups.
